INTRODUCTION
Fostering the availability of decent and sanitary housing is a long-term goal of the
City of Iowa City. This page is designed to serve as an index of housing services available in Iowa
City and the surrounding area. It is primarily intended for low and moderate income persons who are eligible for housing programs assisted by the public sector. It also serves as a general guide for all interested citizens.
The City of Iowa City prohibits
discrimination in housing on the basis of race, color, creed, national origin, age, sex, marital status, disability, religion, sexual orientation, the presence or absence of dependents or a public assistance source of income (such as AFDC or low income rental assistance).
Many housing programs have eligibility requirements that are too detailed to include here. For further information please contact the applicable agencies.

FINDING A PLACE TO LIVE
Listings of apartments, houses and mobile homes for rent or for sale in the Iowa
City area are contained in the classified sections of the Daily Iowan , the
Iowa City Press Citizen , the Shopper , and the Advertiser . Many apartment listings are also to be found on bulletin boards in businesses in Iowa
City, particularly in laundromats. Local realtors, listed in the Yellow Pages, often have information on rental units, in addition to property for sale.
Low and moderate income renters should refer to the section entitled "Help for Renters."
Elderly and handicapped persons should look under "Special Populations - Elderly and Handicapped."
Persons in need of temporary or emergency housing or special living arrangements should consult the section entitled "Temporary or Emergency Housing and Special Living Arrangements."

HOME OWNERSHIP
Opportunities for home ownership, including federal loans for new housing are limited in the Iowa
City area because of the high cost of housing.
Farmers Home Administration (FMHA) loans are available to persons in the Johnson, Jones and Linn County area for low income households based on family size for housing in towns no more than 20,000 in population and in small rural towns in these counties.

HOUSING REHABILITATION
Housing rehabilitation and home repair provide benefits to lower income
homeowners and to the community as a whole.
Loans for comprehensive home rehabilitation are available to low and
moderate income Iowa City residents who are owner-occupants of single-family homes.
Assistance is also available for exterior repair,
handicapped accessibility, emergency repair, and mobile home repair.

HELP FOR RENTERS
Several programs are available to help renters who meet specific income guidelines.
Rental Assistance , authorized under the HUD Section 8 Housing and Assistance Payments Program, is available for legally defined families, or single handicapped or disabled people, and for people 62 years of age or older. This program subsidizes rent payments for private units that meet Housing Code criteria and Federal guidelines for the total amount of rent and utility payments.

A complete listing of human services in the community, the Johnson County Services Index , is published by the Johnson County Council of Governments. The Iowa City Public Library and most of the agencies listed in this pamphlet have copies which can be examined.
Special Living Arrangements for persons not able to maintain an independent lifestyle, or services not routinely available (such as group homes for youth offenders and nursing homes), are beyond the immediate scope of this page. The Yellow Pages contain listings for retirement and nursing homes under "Health Care Facilities," "Nursing Homes," and "Retirement Communities and Homes."

V.A. Guaranteed Home Loans are available for eligible veterans. Homes may be purchased through an assumable loan and must be owner-occupied.
Weatherization and heating assistance are available to low-income owner-occupants and renters throughout the area. Applications are taken from November 1 through February 28. Crisis resolution services are available for electrical and gas utilities at risk of disconnection.
Housing modification grants for minor structural repairs and modifications for elderly and handicapped persons are provided to low to moderate income homeowners as a way of permitting continued, safe residence. These repairs and modifications include, but are not limited to, repairing banisters, railings, steps, ceilings, minor plumbing problems and installing in-house rails and ramps. Some funds are available for Coralville and rural areas.
Multi-family rental housing , intended primarily for individuals and families with low to moderate incomes with a special subsidy available for qualified elderly, handicapped or disabled persons, and families is provided at Pheasant Ridge Apartments.
Cedarwood Apartments offers, under HUD Section 8 guidelines, sixty-four two-bedroom units for persons with low to moderate incomes. Some apartments are accessible to handicapped and elderly persons.
Public Rental Housing , residences owned by the
City of Iowa City for low and moderate income families, is available at scattered sites throughout Iowa City.
Emergency Rent Payments , funded under general assistance, are available under strict guidelines to low income persons for up to three months only.
Project Hope , helps find housing and access available services for people with mental illness who are homeless.
If you feel that you have been discriminated against in regard to securing housing in Iowa City,
Shared Housing is an arrangement where two or more unrelated people share a house each having his/her own private space and sharing other common living areas. Homeowners may arrange a simple rental agreement or an exchange of services for all or part of the rent. This program provides income, companionship, help around the house and a safer environment for elderly people.
Multi-family Housing for the Elderly and Handicapped is available at the following locations in Iowa City, Coralville, North Liberty, Lone Tree, and Hills. An asterisk (*) indicates that this housing site provides subsidized rental for low-income elderly and handicapped through the Department of Housing and Urban Development.
Systems Unlimited provides permanent, long term housing for people with developmental disabilities in group home and apartment settings. Respite care is available on an emergency basis, if space is available. In addition, an In-Home Care Program provides behavior and skill training for developmentally disable individuals in a natural family setting.

Hillcrest Family Services provides transitional housing and residential services for psychiatrically disabled adults with a program focus on building independent living skills as well as the provision of crisis intervention. Residents can receive residential care at Hillcrest Residence for up to two years. Hillcrest Supported Living provides in-home visiting counselors. Referrals for placement are made by the Department of Human Services intake workers.

Emergency food and shelter may also be obtained through the Crisis Center.
Temporary emergency shelter is available to anyone whether transient or a local resident.
Safe shelter is provided to victims of domestic violence and their children.
Emergency housing for adolescents 12 to 18 years of age.
Long-term residential treatment for emotionally disturbed adolescent girls.
Supervision and assistance for adolescents and young adults from 16 1/2 to 21 years of age who need help making the transition to self-sufficient adulthood.
LIFE Skills, Inc. provides community supervised apartment living arrangements (CSALA) to assist people with special needs so that they maintain their independence in the community. Life Skills also provides a Housing Support Program for low income people who need help locating and maintaining housing.
The Ronald McDonald House provides lodging for families of children who are being hospitalized or are being treated in the University of Iowa Hospitals and Clinics or in Mercy Hospital. Families may stay as long as needed. A $3 to $10/night sliding-scale fee, based on income, is required.
River City Housing Collective provides the opportunity for cooperative living, an economical housing alternative.

Inspection Services and Code Enforcement are provided through the City of Iowa City Department of Housing and Inspection Service. The office usually responds within 24 hours to requests by residents of Iowa City.
Health nuisances are investigated on a complaint basis by the Johnson County Health Department.
Housing Counseling for HUD (U.S. Department of Housing and Urban Development) Assisted Housing Programs is available.
Housing Discrimination is illegal. If you have problems or questions,
Tenant Assistance and Information on the Uniform Landlord and Tenant Law, small claims forms, Iowa City Housing Code, leases, checklists and notices are available for University of Iowa students and all area tenants.
Legal Services Corporation of Iowa advises and represents low-income (non-student) tenants on tenant-landlord matters.
Student Legal Services provides advice and representation for University of Iowa students.
